As a result of the meetings held by our Association with the Regional Directorates of Customs and the Passenger and Cargo Customs Directorates, we have been informed that additional measures have recently begun to be implemented and inspections have been intensified due to irregularities identified in relation to goods taken abroad under an ATA Carnet and subsequently brought back into the country.
It has been stated that companies engaging in irregular transactions may be officially recorded and classified as high-risk companies in their subsequent import and export transactions. As a result, their shipments may be referred to the red channel and subjected to full physical inspection.
Particular attention has been drawn to the following cases:
* Exporting silver under an ATA Carnet and returning with gold,
* Bringing back repair goods, returned products or goods of a different nature that were not included in the temporary export declaration,
* Attempting to bring bullion gold, unprocessed precious metals or other products into the country in addition to the declared goods,
* Using an ATA Carnet issued for temporary export purposes for different commercial transactions in practice.
For this reason, it is of great importance that all companies exercise the utmost care regarding the following matters:
✅ The ATA Carnet must be used solely for its intended and legitimate purpose.
✅ No products other than the declared goods must be transported.
✅ Repair goods, returned products or goods of a different nature must not be arbitrarily included within the scope of the ATA Carnet.
✅ In precious metal shipments, the invoice and declaration details must be stated clearly and accurately.
✅ All details relating to the goods, including weight, fineness and gemstone content, must be fully and accurately specified in the ATA Carnet.
In order to ensure that our companies do not encounter any problems in ATA Carnet procedures or become subject to any sanctions, we strongly remind them to prepare their ATA Carnets in full compliance with the applicable legislation.
